Asia Seeks More US Oil Exports

Asian demand for US oil is rising as the energy crisis boosts prices for other crudes that are priced against the global Brent futures contract. China and other Asian buyers have been snapping up supertankers of American sour crudes for delivery in November and seeking more for December, according to traders. Most buyers are seeking US grades that had recently slumped to the lowest levels in over a year, with an added incentive after China’s government awarded millions of tons of crude oil import quotas. Regulators Set Minimum Crew Size

The nation’s top rail regulator has confirmed that the Federal Railroad Administration is on track to issue a proposed rulemaking this fall on one-person train crews, including minimum requirements depending on the type of rail operation. Testifying at his nomination hearing to fill the vacant FRA administrator post, Amit Bose, currently deputy administrator, told senate lawmakers that one of the reasons the agency is moving forward on the issue is that “if there is not a rulemaking then we believe that states would have a patchwork of laws” regulating train crew sizes. Bose added: “We are going to look at the potential safety impact of crew size on train operations and make sure there is a reason to do it. Cushing Becomes Delivery Point

Plains All American has announced that CME Group will add Plains' Cushing Terminal as a delivery point to the NYMEX WTI Crude Oil Futures contract, offering market participants an additional outlet to utilize the delivery mechanism of the world's most liquid crude oil futures benchmark. The change will take effect November 8 2021 for the February 2022 contract month, pending regulatory review. Plains made its initial investment at Cushing, Oklahoma in the early 1990s and today is one of the largest operators at the Cushing hub. Corpus Christi’s $139m Expansion

Great Lakes Dredge & Dock Co LLC has been tapped to construct the third phase of a landmark expansion of the Port of Corpus Christi ship channel in South Texas. The US Army Corps of Engineers awarded a $139 million contract to the dredging service provider, which is tasked with extending the ship channel west of the La Quinta Junction through the Chemical Turning Basin in the port’s Inner Harbor. The Channel Improvement Project (CIP) is being completed in four phases. Once completed, the channel’s depth would increase to minus 54 feet mean lower low water from minus 47 feet. Cheniere and ENN Sign Long-Term LNG Sale

Cheniere Energy, Inc has announced that its subsidiary, Cheniere Marketing LLC has entered into a liquefied natural gas sale and purchase agreement with ENN LNG (Singapore) Pte Ltd a wholly-owned subsidiary of ENN Natural Gas Co Ltd. Under the SPA, ENN LNG has agreed to purchase approximately 0.9 million tons per annum of LNG from Cheniere Marketing on a free-on-board basis for a term of approximately 13 years beginning in July 2022. The purchase price for LNG under the SPA is indexed to the Henry Hub price, plus a fixed liquefaction fee.
