Proposed Penalty for Colonial Pipeline

The US Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued a Notice of Probable Violation (NOPV) and Proposed Compliance Order to Colonial Pipeline Co, which includes multiple probable violations of federal pipeline safety regulations (PSRs). The proposed civil penalties amount to $986,400. From January through November 2020, PHMSA conducted an inspection of Colonial Pipeline Company’s procedures and records for Control Room Management (CRM) in Linden, NJ, Hebert, LA, Greensboro, NC, and Alpharetta, GA. PHMSA made preliminary determinations that Colonial Pipeline Company was in probable violation of several PSRs, including a probable failure to adequately plan and prepare for manual shutdown and restart of its pipeline system. Enbridge Reports Rise in Quarterly Profits 

Canadian energy pipeline company Enbridge Inc has reported a rise in its first-quarter profit, and outlined expansion plans as global demand for liquefied natural gas (LNG) surges in the wake of Russia’s invasion of Ukraine.  Europe is scrambling to replace gas from Russia and improve long-term energy security by becoming less reliant on supplies controlled by Moscow.  That has led to record US LNG export volumes this year and renewed interest in expanding Canada’s LNG industry beyond a lone Shell-led (SHEL.L) facility under construction in Kitimat, northern British Columbia.  “LNG exports are a big opportunity, with momentum building across the US Gulf Coast, and now more so in western Canada,” Enbridge chief executive Al Monaco stated.  Enbridge supplies about 2 billion cubic feet a day (bcf/d) of gas to...  > read more

Inter Pipeline’s Partnership

Largest US Fuel Pipeline Underused

The main US fuel artery should be nearly bursting with products headed to New York Harbor where prices are soaring. Instead, the Colonial pipeline has ample space available as a market structure prompts traders to export fuel rather than send it to the East Coast. The price of diesel for immediately delivery versus the next month widened to the largest ever gap in what’s known as a backwardated market structure. This means holding onto product — whether by putting it in a storage tank or in a pipeline that takes weeks to reach its destination — is a losing bet. Diesel prices have surged since the war in Ukraine scrambled global markets, as efforts to isolate Russia restricted supplies from one of Europe’s most important producers of fuels. Permian Highway Pipeline Open Season

Permian Highway Pipeline, LLC (PHP) has announced a binding open season to solicit commitments for an expansion project on its system. Upon achieving a Final Investment Decision (FID), the project will increase PHP’s capacity by nearly 650 million ft3/d. A foundation shipper has already executed long-term binding transportation agreements for half of this expansion capacity. The project will involve primarily compression expansions on PHP to increase natural gas deliveries from the Waha area to multiple mainline connections, Katy, Texas and various US Gulf Coast markets. Pending additional customer commitments, the target in-service date for the project is October 1, 2023. The binding open season began on April 25, 2022, and ends May 13, 2022, at 5pm Central Time, though PHP reserves the right to extend the open season as needed.
