The American Petroleum Institute released its annual 2023 Performance Report today in collaboration with the Liquid Energy Pipeline Association, underscoring the pipeline industry’s ongoing commitment to safety performance and addressing evolving challenges. The report highlights advancements in pipeline community engagement, workforce excellence, and the promotion of a sustainable energy future. Despite increases in pipeline mileage and barrels delivered, the report indicates improved pipeline safety across various key indicators over the past five years. Additionally, it outlines key activities and updates on the 2023-2025 Pipeline Excellence Strategic Plan identified by API and LEPA.
Steven Yatauro, chair of the API-LEPA Pipeline Safety Excellence Steering Committee and President of ExxonMobil Pipeline Company, LLC, emphasised the industry’s dedication to continuous improvement, aiming for zero operating incidents. He highlighted pipeline operators’ focus on enhancing meaningful public and community engagement, resulting in the development of an industry recommended practice for pipeline public engagement.

Robin Rorick, API vice president of midstream policy, stressed the importance of enhancing public engagement in maintaining pipeline safety while advancing emissions reduction efforts, including hydrogen development and carbon capture.
The 2023 report demonstrates that over the past five years, liquids pipeline safety has improved across several key performance indicators, as identified by federal and state regulators, industry operators, and public safety advocates. Notable findings include a 23 percent decrease in total pipeline incidents and a 54 percent decline in operations and maintenance incidents impacting people or the environment between 2019 and 2023.
The safe and responsible expansion of pipelines will play a crucial role in transporting low-carbon solutions like carbon capture, hydrogen, renewable diesel, and sustainable aviation fuel. As the industry strives towards a sustainable energy future, pipeline operators are committed to increasing stakeholder awareness and engagement. To this end, operators are implementing API Recommended Practice1185, Pipeline Public Engagement, which provides guidelines and best practices for fostering meaningful dialogue among stakeholders throughout the lifecycle of a pipeline.
